I need a second opinion
Im not a computer wiz, but i know enough to fix any problem i have had yet, but this is new to me, is this my video card crapping out on me?

That is something video card related. Has it happened before? Your graphics card might have overheated, sometimes that causes problems like this.
IF it hasn't been happening before, then it isn't the video card drivers. I would open up the case and make sure hte video card is in its slot as far as it can go, it might have become loose, and I would also make sure it isn't burnt or anything.

hasnt happened before, ill work on opening up my case, its a major pain, i use a small cube computer and its really cramped in there

i have an ATI Catalyst, and this crap is effecting EVERYTHING, when i surf the web, my desktop, when i was cleaning out my system making sure it wasnt a virus.... everything

How long you have the card for? Try cleaning out any dust form the fan and open you case door because overheating could be a problem too.

Looks very much like overheating, as others said, especially if you have a powerful vidcard + processor in a small cube-case, it gets very hot quick, especially when it has collected dust. Annual 'pop the case open and get rid of the dust'-operation is recommended for everyone
Doubt faulty drivers cause anything like that, atleast I haven't seen anything like that before. I've seen overheating GF card at my friends, it started to draw loose white pixels all over the screen, they didn't even go away after he un-overclocked the card, although there was less of them

First download the latest catalyst/videocard drivers...
Download the Program Speedfan to check the tempratures in your pc...
And make sure your Deskstop has enough space(not put against the wall etc)

i troubleshooted everything i possibly could, i hooked up a different moniter and i still have the same problem, i put in my old crappy GE force vi card and it was fine, so i came to the conclusion that this ATI is crapping out on me due to the fact its huge fan sucked up more dust in the last 2 years then my old GE force did in the 4-5 years i used it, i cleaned out the dust, and pushed back in as far as it could go but it looks like the damage has been done and ill need a new card, lesson learned the hard way

AHAHAHAHAHHAHAHAHHA i am a freaking genius if i do say so myself, once again my frustration has spawned a thought that turned out to be right (doesnt happen much but its still a freaking miracle) it wasnt my video card (which wasnt really my first thought anyways, video cards are not known to stop working without you damaging it yourself physically) and it wasnt my monitor, wasnt the cables from my comp to my monitor, wasnt the plugs from my card to the cord, wasnt my fan (which WAS my first thought, so much freaking dust but a few days ago when my friends was cleaning out his after i told him what i thought happened to mine and his was like 10x worse then mine and worked fine) which led me to the last possible explanation and the right one, the plug from my mother board that i have my video card in is shotty, didnt notice til now cause i didnt mess around with the inside of my comp too much, so as a temp. solution i cleaned the end of my video card copper siding with a rubber eraser and took a brush i use for artwork and got the inside of the plug as well as i could, and inserted and took out the card a few times to get a nice rough connection and so far so good, whenever i get the messed up effects i just have to giggle the card to get it reconnected, this will have to last until i can scrap up enough cash for a high end mother board (cause really, who wants a cheap mother board? ITS YOUR MOTHER BOARD) but im broke and that will have to wait after insurence and tuition
just like to thank you people who have posted in this thread, you made my troubleshooting easier with suggestions i didnt think of myself, you are all A#1 in my book

Good thinking...You have to admit dirt and crud gets inside of slots too. I would clean my contacts with rubbing alcohol over a eraser. And eraser can leave residue behind. I knew a guy once that had a bottle of Freon...it was great to clean with...no residue at all. Can't leave the bottle opened...it will evaporate.
